CHINA’S “ENEMIES.”
SPOKESMAN’S ALLEGATIONS. Received March 22, 1.30 p.m. TOKIO, March 21. Branding the English, French and Russians as China’s principal enemies, a spokeinan oi the Nanking Provisional Government declared that they must be driven out of Chinese territory. He promised as soon as possible that navigation on the Yangtse would be permitted to China’s true friends, Germany and Italy.
