GOVERNMENT AUTHORITY.
INDUSTRY AND ARMY. Received March 21, 2 p.m. PARIS, March 20. The decrees granted give the Government carte blanche to place industry and army on a war footing. The Council of Ministers discussed the plenary decrees with the object of strengthening the national defence. M. Bonnet (Foreign Minister) reviewed in detail the international situation. M. Reynaud (Minister of Finance) emphasised the need for economies through a reduction in civil expenditure and an increase in production and administrative reorganisation. The decrees are being submitted to President Le Brun for ratification.
