WORLD SITUATION.
LORD LOTHIAN SUMS UP. Received August 27. 11.30 a.m. SYDNEY, Aug. 27. Lord Lothian, the leader of the'British delegation to the British Commonwealth Relations Conference, in an interview, said he thought that if a general war could be avoided in the next year or two the world would be brought back to stable conditions. He believed the United States was beginning to appreciate that the British Empire was the outer ring of American security.
