ITALY’S ATTITUDE. , HOME, July 11. Italy will not attend the Locarno Powers’ conference at Brussels owing to some naval accords in the Mediterranean still being in existence, but suggests that Germany should be invited to the preliminary discussions. ITALIAN BEPLY. OBSTACLE TO PABTICIPATION. Beceived Julv 13, 9.45 a.m. HOME, July 12. The text of Italy’s reply to Belgium is announced as follows:—“Italy has always been ready to make a concrete contribution towards peace, but she is obliged to take note of the existence of certain Mediterranean obligations which create an obstacle to her. participation in a meeting of the Locarno Powers. The Italian Government, moreover, on several occasions have expressed the opinion that Germany should be invited to participate in the preparatory work of the Locarno members. The absence of one of the signatories of the Locarno Treaty would complicate, instead of clarifying, the existing situation.” The newspapers declare that Greece will withdraw from her Mediterranean pledge as from July 15, the date of the removal of sanctions.
