(British Official Wireless.i Received September 21, 11.30 a.m. RUGBY, Sept. 20 The Anglo-American war debt discussions will he opened in Washington on October 5. Sir Ronald Lindsay, the British Ambassador, who has been on leave in England, will take part in the discussions. He sails from Southampton on September 2/. Sir Frederick Leith Ross, chief economic advisor to the British Government, will be in charge of the British delegates in the preliminary conversations.
