PAYMENT OF WAR DEBTS.
APPLICATIONS FOR POSTPONE-
MENT
WASHINGTON, Sept. 15
Tho Treasury Department has announced that foreign countries eligible to postpone their December payments of war debts —chiefly Britain, with 30,000,000 dollars, and Finland and Hungary, with very small sums —Have until to-morrow to make their application. Poland, Estlionia, and Latvia, with a total of 1,252,000 dollars, have already applied. It is pointed out that the Treasury may in its discretion waive the nineday. notice requirement, and postponement coukl be arranged any time before December.
