REFORM PROBLEM IN BRITAIN. v LONDON, Nov. 27. The Home Secretary,' Sir William Joynson-Hicks, classes as pure imagination reports that he intends to close Dartmoon Prison and send the convicts to undeveloped parts of the Empire. He said: “What country would take our delinquents? lam considering the whole future of the penal system, but its reform will take years.”A. and N.Z, cable.
