DEALING WITH TREATIES. GREAT EMPIRE IMPORTANCE. LONDON, June 23. The Daily Express states: “Canada’s decision not to bo bound by foreign obligations unless ratified by Parliament creates a situation of the greatest Empire importance. Locarno will have served one useful purpose if all the Empire Parliaments, including Britain, follow Canada’s examplo. The Empire is no longer Britain with a trail of dependencies, but a commonwealth of five powerful States, headed by Britain, whose, great task is to give the lead by creating and maintaining a common policy throughout the Empire. This will never be achieved by embroiling ourselves in Europe’s intrigues and enmities. The Empire should bo aloof and sufficient unto itself in the strength of the endeavour.—Sydney Sun. cable.
