CABINET FORMATION.

M. BRIAND’S AIMS. ~PARIS, June 20. That the idea of forming a Cabinet of national union has been abandoned as impossible, was mentioned by M. Briand in an interview, though he intimated a desire to give the new Cabinet the broadest possible basis. -He intends first to invite the support of tha Bloc National by offering M. Poincare a portfolio. M. Herriot failed in the formation of a Cabinet because, although his programme omitted the objectionable Socialist proposals, such as a capital levy, he could not persuade prominent moderates that the colour of his financial policy was more significant that the colour of his reputation; therefore, although jt was announced at midnight on Saturday that M. Herriot’s projected Ministry was almost completed, tho moderates rebelled because they were not given control of tho Cabinet. M. Briand can now, therefore, turn to the Right for support witli an easy conscience.—A. and N.Z. cable.
