LONDON, Nov. 8. "We are prepared to spend as much as £3,000,000 yearly under the Empire Settlement Act,”, said Mr L. C. Amery 7, addressing tho Empire Settlement Conference at Portsmouth. He added: “Our future prosperity and strength depend on better distribution of the Empire’s population. It is essential that only right types bo sent out.
