Air Hoover’s special, aviation committee, reporting on the results ol six months.’ investigation ol world-wide aviation, declared that the United States was being outdistanced in the development of commercial aviation by all the other important nations, despite the fact that tile conditions 111 tlie United States were the most Jav curable in the world for such uevelopThe committee recommended: (1) The withdrawal of Government participation in noil-military Hying, including the air mail ; (2) Government cooperation and aid to the private aeroplane industry; (3) the establishment of a Bureau ol' Civil Aeronautics in the Commerce Department for regulating navigation and piloting and promoting industry and trade, especially the development of foreign markets for American aircraft ami equipment; (4) the establishment of iotuie landing fields; (5) public support through the consideration of commercial aviation investments and modiiied insurance rates.
