ITALY’S DEBTS.
COMMISSIONS’ DISCUSSIONS. WASHINGTON, Nov. 5. While the Italian and American debt commissions liavo begun discussions behind closed doors, observers here point out several important facts, which from the point of . view of practical politics will perhaps play a more important part in the funding of the Italian debt than the actual technical matters considered by the commissions. There is a probability, that Senator Borah nray be asked to outline his views concerning Italy’s capacity to pay, in order to prevent defeat, such as with tho French. Italy’.s desire to obtain American capital for developing her industries is also an important factor in bringing both parties together. The negotiations may become futile through the . Senate’s rejection of the terms. Senator Borah’s views seem to be not unalterably opposed to lenient terms for the first years, due to Italy’s present .unfavourable economic conditions, but the United States should obtain greater sums in the future if Italy’s economic position has improved. Tho chief hope of a quick settlement of the Italian debt problem seems to lie in the reported determination of Air Alellon not to suffer a second reverse. —A. and N.Z. cable. .
