DIFFICULTY AT GISBORNE,
Per Press Association. GISBORNE, June 30. The appointment of a deputy-mayor has been giving the Borough Council some concern, the majority of the council having desired the appointment of a inembei who is not acceptable to the Mayor, who has refused a motion to gne ettect, to their desires. , ~ . r ~ The matter was referred to Mr Martin, counsel for the Municipal Association, who advises that the Mayor must receive a motion with regard to the appointment but the person appointed can only act with his consent or in the event of the Mayor becoming incapable of acting.
