PROBLEM OF DOMINIONS
LONDON, May 19.
A message addressed by the former Color ial Secretary, the Right Hon. .3. H. Thomas, to “my fellow citizens in tie Dominions and Britain” contains a long, earnest plea for remedying the smallness of the present populations in the Dominions. He declare:; as a Labourite that he believes with all his heart in the great brotherhood of the free, democratic peoples building up the British Empire. He says chat live or six millions of us connot hold Australia —and the success of a white Australia policy depends on larger populations —and points out that not more* than £500,000 was spent annually out of £3,000,000 avail lble under the Empire Settlement Act, and urges active grappling with the problem and the formation ol new schemes. —A. and N.Z. cable.
