Commenting on the fact that although 52 Barnado boys have arrived in Melbourne, all but one are proceeding to Sydney, the superintendent of State immigration, said that the policy of Victoria was to obtain adult migrants who could earn their living, not young boys who would be partly dependent on the State or private people.
