VANCOUVER, Aug. 23. Three members of the crew of the giant French liner France were arrested, and 72 bottles of wine, champagne, and liquor were seized, in a raid which followed a dinner given on board by General Henri Gouraud, the one-artoea French war hero, to a score of prominent Americans, says a message from New York. . It is alleged that the three arrested men were attempting to "moisten'' taa party after the "dry" dinner. The General and the ship's captain were amajed and indignant. It was alleged that the liquor purveyors, a bar-tender and two stewards of the France, supplied liquor to the guests. They were released with a nominal fine. The ship's owners assumed responsibility for the presence of "unseated liquor, and paid the fines.
