The Government has provisionally decided oh the distribution of a hundred seats in the now Indian Parliament. In the Provinces there will bo a heavy preponderance of Indians over Europeans. The total in the Legislative Council will be;—lndians 49, Moslems 29, Sikhs 2, landowners 7, whites 9, Indian commerce 4. For the Council of State it is proposed that the elected seats shall Be; — Indians 21, Moslems 9, Sikhs 1, Chambers of Commerce 2. 'lt is proposed that the elections to the Council shall be direct, and the local government shall frame a franchise so as to yield an electorate composed of men of wealth and position. These proposals will be submitted to an informal advisory committee, which will be instituted for the purpose of consultation and to reform the proposals, and criticism will be invited from 'various political bodies. The treatment of Indiansin South East Africa has raised an angry discussion on the racial question in the National Congress at Amritsar. Immigration barriers have not been made the specific subject of a resolution, but the attitude showed that if theImperial Government were unable to obtain fair treatment from the Dominions and Colonies, it must admit the Indian demand for retaliation.
