From Oub Own Coehespondeni. At the Borough Council meeting last Wednesday night Cr. Fargher moved that tho legal opinion of Mr Martin, solicitor to the Association, be received on the following ; (1) If a Borough Council which levies rates on the capital value nominates a valuator other than a Government valuator to th'' Government Valuation Department, ran that Department appoint that person as valuator for the Borough? (2) Can a Borough Council, rating on the capital value, increase, the amount of valuation on a property which has been improved, say, by the erection of a dwelling jinee the last Government valuation ol thal it..rough, or has that Council to wait until the next Government valuation of the Bor ough before it has power to increase the valuation on that properly? Gr. W. 11. Gunning gave notice of motion that the. Borough roads he opened for grazing between the hours of sunrise and sunset upon the following terms:—That anv householder he permitted to graze not more than two head of horned steak upon the payment of an annual lee of 30s for each animal; (hut the Gounod provide a leather collar with a registered number to be worn by each such animal as a mark of identification, such collar to bo forfeited should the animal be found grazing on the streets at prohibited hours: that no permits be issued for grazing horses and that the ranger ho instructed to impound all unregistered animals found grazing on the roads and keep the roads clear of stock after sunset. Constable Condon (Shannon) and Constable Gow (Palmerston North) arrested a deserter named Robert Roy Newport at Tokomani on Wednesday. Ho was a member of the 25th Reinforcements. Messrs Gibson, Butt and Stephenson journeyed to Balmerston North last Wednesday for tho opening of the Palmerston North Bowling Club, They were entertained in a hospitable manner, and speak highly of the condition of the green. Their game ended a draw.
