CONSTANTINOPLE, Yesterday. An official report states that seven hundred Albanians at Ipck surround the Sultan's special pacification connittec, who are now practically prisoners. The Albanians categorically reject the .■ reforms and demand an Albanian Governor for Albania. The Powers are again pressing the Porto to adopt energetic measures.
