PROPOSED CUSTOMS LEVY.
London, October 25. The Customs authorities at Shanghai propose to raise tho direct duties of 10 per cent, instead of levying likin (a tax imposed on merchandise in cdurso of transportation, payable at appointed barriers). It is expected by this means to raise sufficient to pay an indemnity of fifty millions.
