. London, October 25. Prince Tuan's appointment of Yuchang, a noted anti-foreigner, to be Governor of Hupeb, is creating alarm lest it is a signal for a Boxer outbreak in tho Yang-tse provinces. Tho Viceroys friendly to the Powers fear that it is intended as a means to undermine them.
