A high Berlin personage informed a Copenhagen correspondent ithat German governing circles recognise that the German offensive has definitely broken down. Germany-still has considerable resources in men, but, is not powerful enough to undertake- a new and victorious offensive.
The public are still being kept in ■ignorance of the real state of affairs.
