i.» Pl^ fessor Parseval, in am article in the Cologne Gazette, says fhat if Germany is defeated it is impossible that she can pay an indemnity, because the last man will have fallen exhausted and the last penny will have been spent. This must be made clear to b-ermany s enemies.
