[press association.] (Received Aug. 18, 5.5 p.m.) ST. PETERSBURG, Aug. 17. M. Poincare, the French Prime Minister, has concluded his visit. It is announced that the conversations enabled the Governments to arrange concerted' action. The ties between the two nations were never stronger. The alliance remains a precious guarantee for the maintenance of Europe's peace.
