The Tsar vetoed a Bill creating anaval general staff after it had been passed by the Duma and the Council of the Empire.

The Government introduced the Bill1 with the Tsar's consent, but reactionaries, led by Count Witte and General Durnovo, persuaded the Tsar that it was an ill-disguised attempt to undermine the autocracy.

Count Witte's real object was to bring about M. Stolypin's resignation, but the Tsar refused to accept this.
