WASHINGTON, May 11
President Taft, in a message to Con.--gress, states that a grave situation exists in Porto Rico, owing to the' ■failure of the Porto Rican Assembly; to pass Appropriation Bills.. Thepeople, he says, are evidently incapable of self-government; political power was extended too soon. He> recommends the" compulsory appropriation of the necessary funds.
