RECONSTRUCTION OF THE CABINET. Reuter’s Telegrams. Received Jan. 5 at 5 30 p in. London, Jan 4. It is officially announced that Mr W. H. Smith has been appointed First Lord of the Treasury and leader of the House of Commons and Lord Northbrook Secretary for India. It is not yet decided who is to succeed Mr Smith as Secretary for War. (Received at 10.5 p.m.) London, Jan 5. The portfolio of Secretary of State for War has bpen offered to the Marquis of Lansdowne whose ac.i ceptance, however, Ins not yet been announced.
