I [Feom Oob Coubespondeict.] WELLINGTON, December 11. The annual Territorial camps for training aro to bo held this year, despite the larger military activities which are m pr<igress. The reason for maintaining tho routine in war time ip the inmie.ise value of these camps from the general defence viewpoint. The s-vstera is to be kept going, though it adds to the work of an already cm-burdened Defence Department, because it results in between 9000 and ' 10,000 fully trained men being turned out every year In order to obviate as much as possible inconvenience to business . people and tho farming community, the Defence- Department is considerin <£ tho details of a system of reliefs, which will avoid taking away from any industry or busiiutes at ono period such a number of employees as to cause j ©ftrious interference with the work.
