[Per Press Association.] NAPIER, May 7. Mr A. E. .Tull, who was re-elected ohairnVan of tho Harbour Board, said it was impossible to declare a policy until the report of Messrs Cullen and Keele, two Australian engineers, on the harbour question, was received. The Public Works Department had advised the Harbour Board that the plans for tho railway ombankment and the bridge over the inner harbour in connection with the east coast railway were in course of preparation, but a draft showed that it will not interfere with tho' proposed inner harbour scheme.
