BOROUGH COUNCILS.

woolston. A meeting of the Woolston Borough Council was held on Monday evening; present —tho Mayor (Mr M’Gregor Wright) and Councillors Graham, Gimblett, Wright, Newton, Taylor, Goodhead, Gilmoro and Mills. The Works Committee’s recommendations, as follows, were adopted:—The extension of concrete channel in Junction Street to Barton Street; three chains of Junction Street to bo widened; the acceptance of Messrs Wreaks’ offer to supply chaff at £3 12s 6d per ton and crushed oats at 3s per bushel; that the repair of Richardson Terrace should he held over till construction of channel and footpath; that tenders should be invited for supply of 400 barrel:; of cement, 400 yards shingle and 300 yards sand; that the engaging of nun in connection with the loan works should be left in tho hands of the foreman. The Finance Committee reported receipts since previous meeting £llO Ida 2d, debit bank balanco £242 18s sd. temporary loans £9BO, credit loan accounts £1648. Accounts for £93 0s Id were passed for payment. The Reserves Committee reported recommending that the applications from clubs for cricket pitches should be left to the Mayor and chairman of the Reserves Committee in conference -with representatives of clubs. An application from the Rev W. H. Orbell for the exclusive use of the park on Anniversary Day was refused, but the Council expressed its willingness to grant another day not a public holiday. The Joint Library Committee reported that the credit to tho library account was £l9 6s after paying all liabilities. It recommended that the Council’s solicitors should preparo the necessary documents transferring tho personal property to the Council; that the subscription should be Is 6d per quarter, the present librarian’s services to be retained; that the secretarial work should be carried out by the town clerk, and a separate bank account opened; that the social room should be carried on as at present. A small purchase of books was authorised. Tho construction of a new building was recommended. The recommendations were adopted , competitive designs for the new building to be invited, and the success! ul competitor to supervise the work. Tho Woolston School Committee applied for permission to construct a gateway from tile school ground to tho park, and the application was referred to the Reserve Committee. It was reported that building permits for seven dwellings, of the declared value of £2951, and two other buildings, valued at £l2O, total £3071, had been issued in August. Tenders for sanitary pans were ref erred to the Sanitary Committee.

NEW BRIGHTON. A meeting of the New Brighton Borough Council was held on Monday evening; present—the Mayor (Mr C. H. Opie) and Councillors J. A. Flesher J. Buxton, A. H. Clarke, T. Sincock, A. G. Munns, G. E. Goodwin, J. B. Scoble and C. "WTthell. Tho Drainage Board wrote in reply to the CounciTs letter regarding tho practice of iloating weeds down the river, and stating that the Board would be pleased to receive a deputation from tho Council. Councillors Flesher and Buxton and tho Mayor were appointed to wait on the Board. A communication was received from the Advances to Local Authorities Department stating that the proposed loan of £4OOO for North New Brighton had been provisionally agreed to. It was decided that the necessary formalities in connection' with the loan should be proceeded with. The Works Committee reported on Mr Lester’s request for levels for Rawson Street and recommended that they should be given, and that Mr Campbell’s letter regarding storm water flooding his section should be dealt with under the loan proposals for that part of the borough. The committee recommended that Mr Smith’s application for permission to remove a. building from Christchurch to New Brighton should be granted. The committee could not see its way to agree to the fire brigade building being used for any but firo brigade meetings. The report was adopted. The Finance Committee reported receipts during the last fortnight, district fund £24 6s lOd, debit balance at bank £638 3s 4d, expenditure for wages £35 6s 6d. Accounts for £4O were passed for payment. In loan account No. 2 the expenditure was stated at £2O 18s lid and the credit balance at bank at £BOS 5s Bd. The town clerk reported that seven building permits for the erection of buildings to the value of £1550 had been issued; that the formation of Keppel Street had progressed and was now ready for blinding. The roadway in Richmond Terraco had been formed and eighteen yards of scoria had, been delivered. Tho fencing of tho reservo on Richmond Terrace had been put in hand. The report was adopted. It was decided to call for tenders for the painting of the Council Chambers. The Works Committee was asked to furnish a report and plans for bathing accommodation at an early date. The question of waiting-room and lavatory accommodation was referred to the Finance Committee. The Mayor stated liis wish for tho Council to deal with the question of tho management of the library. It was decided that a letter should he sent to tho Tramway Board requesting that when repainting the tram bridge the stanchions should be painted white. KAIAPOI. Tho Kaiapoi Borough Council met on Tuesday evening, the Mayor (Mr R. Wylie) presiding. The New Zealand Acetylene Gas Company wrote stating that it was prepared to make the necessary gas connections in tho borough and was malting a claim of £SO for carbide purchased by tho Council outside the agreement with the company, and' further that it was agreeable to submitting tho dispute to arbitration. It was decided to state in reply that the Council would instal connections, and that it did not consider it had any matters bo submit to arbitration. The challenge of tho Hinemoa Ladies’ Hockey Club to a match on September 23 was accepted, the proceeds of the gate to go to the funds of tho new library. Mr A. 11. Turnbull, the Coimcill’s representative on the Hospital Board, wrote stating that the new bylaw regarding the visiting of children in tho children’s ward on Sundays only was not enforced in regard to country peoplo. Tlie letter was received, and it Was decided to ask Messrs R. Moore and F. Horrell to act with Mr Turnbull in moving to repeal the 1 by-law. Mr B. J. Ager, architect, wrote asking the Council for permission to draw plans lor the new lire brigade station. It was decided to reply that an architect had been appointed. Tho survey oi icported that repairs had been made to the steam fire engine, and recommended the renovation of the town clerk’s office and the cleaning of the Council Chambers. The report was adopted The Bridge Committee reported that the repairs to the main traffic bridge wore proceeding well and given fine weather thoy should bo finished well within contract timo. ASHBURTON

A fortnightly meeting of the Ashburton Borough Council was held on Monday evening, and in the absence of the Mayor (Mr H. Davis), Mr J. Davison (Deputy-Mayor) presided. It was reported, that the general fund was in debit to the extent of £3175 0s 2<jl, which included temporary loans of £3500, while the waterworks account was in credit £1)8 13s Id. The revenue from all sources since J:ho previous meeting amounted to £271 8s 9d, including £l3B 8s Id for rates and £lO9 5s Id by way of rents. It was decided that Mr P. Goufdio should be given permission to erect three houses on a half-acre borough reserve, hut the principle was not unanimously approved. A petition from several tobacconists to have the hours of closing varied was referred to the By-Laws Committee; while an application from Mr \V. E. Dolman, custodian of the fire plant, was referred to the Fire Brigade Committee. The town clerk reported that ho had issued permits for the erection of buildings to cost £6lB. It was resolved that an expert should be asked to report on the plant and personnel of the Ashburton Volunteer Fire Brigade, and that the appointment of the expert should be left in the hands of tho Mayor and tho chairman of the Fire Brigade Committee. It was resolved that the Council in future would only grant permission to erect dwellings on its own reserves on areas' not less than a quarter of an acre. The Fire Brigade Committee was empowered to call for tenders for tho supply of a hose and ladder carriage, while the Works Committee was authorised to procure 2500 gallons of tar and fifty tons of cement. Accounts for £l2B 8s were passed for payment. The Combined School Sports Association’s close day for tho Domain was transferred from October 26 to November 23; tho Labour Day Demonstration Committee was given the use of the oval and pavilion for a sports and picnic at a charge of one guinea, and tho vestry of St Stephen's was granted a close day of tho Domain on December 7 at a fee of three guineas. As a Cemetery Board, tho chairman reported a credit balance of £76 10s lid, and a revenue since the previous meeting of £8 7s 6d. Accounts for £5 3s were passed for payment.
