In commemoration of the fall of Plevna, the Czar has issued a general order to the Army and Navy, ivherein he declares that he is convinced that if a period of trial is in store for the Fatherland they will do their duty to their throne and country. (It was in 1877 that Osraan Pasha, the Turkish general, after defeating the Russians in several engagements, entrenched himself against their reinforced and superior numbers at Plevna. After making an unsuccessful attempt to cut his way through the investing Russians, ho was compelled, provisions and ammunition running short, *to capitulate on Dec. 10, with 42,000 men and 77 guns.
