An article published in the “ Contemporary Review ” contains startling statements concerning French intrigue in Africa. The writer alleges that in 1896 France entered into plots with the Abyssinian Emperor Menelik, and the Khalifa, to establish ports on the Nile and obtain the Bahr-el-Ghazal territories.
