AFEICAN AFFAIRS. [Special to Press Association.] LONDON, March 21. In the House of Commons tbe vote for Uganda passed by 368 to 46. In the course of the discussion, Mr Gladstone denied that Sir G. Portal was authorised to occupy or annex the country. Mr Labouchere made a violent attack on Lord Eosebery’s Foreign policy. Many telegrams and letters have been received ia Ulster from Australia and New Zealand offering men and money. The Daily Telegraph continues to publish alarming reports of the arming and enrolling of men in Ulster, but they are not confirmed by any other paper. It ia hoped Lord Salisbury will recover in time to keep his engagement to deliver an address at Belfast. Mr H. Fowler, President of the Local Government Board, has introduced a Bill creating a Pariah Council with large powers in every pariah containing a population of three hundred. News from the west coast of Africa states that the French have hauled down the flag ia British territory in Gambia, Mr H. Campbell Banneman, Secretary for War, replying to a question in tbe House of Commons, said the defences of King George’s Sound and Thursday Island were almost completed. Mr Fowler, in introducing a Bill creating Parish Councils, explained that under the measure the members, varying from five to fifteen in number, according to the size of the parish, were to be elected by ballot on the single vote principle. The Council would undertake all the municipal work of tho parish, thus abolishing the vastrioa. OTTAWA, March 22. A crisis is impending in the Dominion Parliament, because of tbe proposal to pass a vote of censure on the Hon V. Clarke Wallace, Commisioner of Customs, for having delivered a speech in which he upheld the stand taken by the people of Ulster against the Home Rule Bill.
