STRAY HORSES.

"DISGRACE TO THE COUNCIL." PROSECUTION URGED. A complaint regarding wandering cattle was received at last night's meeting of the Borough Council from Mr P. J. McLaughlin, Nettie street. "You will agree with me, I'm sure," he wrote, "that when one has to rise in the early hoars of Sunday morning to chase a dozen draught horses from one's premises and then spend another hoar or two of the 'Day of Rest' in repairing damage done to fences by these animals, that there is room for complaint."

The council, he proceeded, often pleaded "no money" aa an excuse for non-activity, but if stock was allowed to gallop unmolested along the street, the footpaths would require re-asphalting and the roads re-metailing ere long. The Mayor: The old trouble. Cr Walsh: I counted eleven draught horses and several cows in Nettie street. The complaint is well grounded, and something different should be done.

Cr Lorigan: Can't we get someone to do the work? Surely there should be no diSicalty. Cr Webber: We must take proceeding!* against these offenders.

Cr Wilson: The complaint concerns other streets as well. It wants

looking into. Cr Nicholls: What does the man do? The whole thing is a disgrace to the # council and everyone connected with the matter. I counted 30 or 40 animals on the common. I saw a horse right on tbe footpath on Sunday night, and nearly ran into it. If we pa? £3 pet week to a man we must have something done.

Cr Lorigan: There was a horse on the reserve near the railway station last night Cr Tapp: It's there five nights out of sis. A Councillor: It's put there: it doesn't walk in. Tbe Mayor: The trouble occurs at nigbt Replying to Cr Tapp, Mr Lamb said that Mr Von Sturmer would not be thoroughly well for a fortnight. Cr Nicholls: Let ub prosecute the owner. Cr Webber: 13 the by-law to be kept or flaunted? Our footpaths are suffering, and dissatisfaction has been expressed frequently, and we must take drastic steps. I move that the matter be referred to the Works Committee with instructions to prosecute.

The Mayor suggested the publication of an advertisement asking people to inform the council of instances. Gr Blackraan: The difficulty is to get a man to do the work on Sunday. Cr Walsh: If a man went round before ten on Sunday mornings he would catch plenty. Cc Tapp: Mr Von Stunner did that.

A motion embodying the Mayor's suggestion was adopted.
