“Hospital boards may make application for all hospitals under their jurisdiction. “Patients for whom provision* is made in a hospital for less than fourteen days are not required to surrender their ration books. If they are resident for fourteen days or more, ration books must be surrendered to the hospital authorities who are required to cut out and destroy all coupons up to date before returning the books to the patients on discharge. “The ration books of all resident staff are to be held by the hospital authority and may not 'be released to the owners until all coupons up to date have been removed. “It will not be necessary for applications submitted 'by hospital boards to be supported by coupons taken from the ration books of staff and patients, but boards are relied upon to see that the approprate ration coupons are cut out. This is necessary to prevent any section of the public from having advantage over any other section.”
