A BRAZIL COMPLAINT.

RIO DE JANIERO, Dec. 4
Senor Afranio Mello Franco* the President of the Inter-American Neutrality Committee, said that sanctions against Britain might be taken if the Committee were given the Itape case to study. A British auxiliary cruiser halted the Brazilian coaster Itape on Sunday last, and removed from her twenty-two German passengers, some of whom were allegedly from Tacoma.
LINERS TO BE CONVERTED
FOlt PROTECTION OF SHIPS
LONDON, Dec. 4
The Admiralty has requisitioned the liner Empress of Russia at the moment of her leaving Hongkong. The Admiralty is now converting her into an auxiliary cruiser to protect shipping.
A number of other liners are expected to be requisitioned for the same purpose.
FRENCH FLEET REVIEWED
VICHY, Dec. 4
All of the remaining units of the French Fleet were anchored in the Toulon base to-day, when Marshal Retain inspected the vessels. He lunched aboard the Strasshourg. Other ships present included the cruisers Algerie, Duplex, Koch, Marseillaise, and Galissonaiere. There were many destroyers in. the review. *
