I C.' Webb; commenting on a 1 report from ! Ch'ristphnrch that ’ approximately one hundred unemployed' meri had declined '* to go to work for the'Public Works Department at Stillwater, on the West Coast, because they could not afford to leave their families in town. Mr Webb added that it must be definitely understood that work could not be provided for'all seasonal workers in towns, and men must be prepared to migrate . to where work iwas offered.
