SOVIET STRENGTH
FEARS NO ENEMY COMBINATION

MOSCOW, November 11
The Premier, M,. Kalinin, in the presence of M. Stalin, decorated M. Litvinoff (Foreign Commissar) with the Order of Lenin, Russia’s highest honour.
In acknowledging the honour, M. Litvinoff said: “The Soviet is now so strong that she does not fear any enemy or combination of enemies. We are not arming to measure our strength with anyone, but that others may not entertain the impudent hope of meisuring their strength with ours.”
M. Litvinoff added that the Soviet stood for the system of collective
security within the league. The only alternative was a rapprochement with possible aggressors. “We are relying On our own means of defence, and can wait patiently while Europe chooses, knowing that others cannot achieve peace without us.”
