WASHINGTON, November 8.
The Federal Reserve . Board’s . commercial and industrial review for 1936, which was made public to-day, points out the notable gains in business accompanying improved financial and banking conditions, but mentions the failure of employment to keep pace with general recovery. Indications showed the best business year since 1930, with the 1923 and 1925 levels exceeded in many cases, the production of electric power . being larger than at any previous time. The reference to unemployment says the reasons, in spite of rapidly expanding output, are the growth of population and technological improvements, hut points out that in the last two years the larger increase of production than employment is due partly to increases in the average number of hours worked, which 'is reflected in the. expanding ■, payrolls.
