EXPANSION AMBITIONS. LONDON, June 30. Although Japan seems to be getting; her own way in North China, it i$ likely that iier ambitions for expansion may be held up through lack of funds, according to the Tokio cor respondent of the News Chronicle. The Japanese Minister of Finance, Mr Takahashi, has called a definite halt to expenditure on the North China adventure because of the big Budget deficiency. He told the National Policy Council that defence expenditure must correspond with Japan’s financial capacity and emphasised the necessity- ol a Russo-Japanese non-aggression pact. The Foreign Office, though reticent, declares that unrest on the Manchurian border would disappear if Russia would reduce her Far Eastern military strength. The Minister of War, after p.n investigation of the sitation in Manchuria, says the cost of defence there cannot he decreased, and emphasises the difficulty of a Russo-Japanese pact.
