Herr Streseman declined, and Herr Schwandiger, a former Governor of Al-sace-Lorraine, agreed to form a Ministry, from which it is reported Socialists will be excluded.
The Berlin ! correspondent of the Daily Chronicle points out that the industrial magnates' organs are directing the strongest complaints, not against the financial, but against the disarmament and war criminal clauses of the Allies' ultimatum.
