[ The dispute between the Dutch and Belgian delegate!* at the Commission for the revision of the treaty of 1839 was so violent that the Belgians decided to return'to Brussels, the French Foreign Office at the last moment persuading them to remain, pending receiot of the report of the Dutch Minister in London. This accuses the Belgians of constantly violating Dutch rights in the Scheldt, and points out that Holland will never permit the Scheldt to become the Dutch-Belgian frontier, inasmuch as the present frontiers are the outcome of historic develouments of Holland's positive right. Replying to the Belgian demands, Holland declares that any attempt to enforce the proposed new boundaries will be regarded as a casus bells.
