ATTITUDE TO ALLIED CONSORTIUM IN CHINA.

. NEW YORK, Aug. 25. A despatch from Tokio reports that the Imperial Cabinet ha s decided to insist upon the exclusion of Manchuria and Mongolia from the consortium whereby Britain, the United States, and France assume th c direction of Chinese finances.
The newspaper Asaki Shinbum says it is reported that Count Uchida advocates Japanese participation in the consortium, and believes that the exclusion of Manchuria and Mongolia would cause the Allies to look with disfavor oh Japan. It is understood that several members of the Advisory Council criticised the Foreign Office's decision to abandon th c exclusive Japanese settlements at Shantung.
