A Berlin official message states: The Kaiser and Dr Michaelis spent Friday afternoon at headquarters conferring with General yon Hindenburg and General yon Ludendorff. To-day Dr Michaelis, Chancellor, addressed the main Reichstag committee, and explained that he favored closer co-opera-tion between the Government and the political parties, without, however, affecting the Empire's federal character. LAUSANNE, Aug. 25. The Austrian Emperor, replying to a Croatian delegation, described his peace efforts, and expressed himself as confident that the end of the war is in eight.
