THE GERMAN POLITICAL CRISIS.
AMSTERDAM, Aug. 24.> The Tagleblatt says that yon Payer, the Progressive leader, has sent an ultimatum to Dr Michaelis, stating that the Socialists unequivocally adhere to the basis of the Reichstag peace resolution, otherwise he will lose the support of the majority of the parties. This declaration led to Dr Michaelis' second declaration adhering to the reeolution. Many newspapers^ assail him as a waverer and; as a person not knowing his own mind. The Tageblatt says the crisis is merely postponed. COPENHAGEN, Aug. 24. The Politiken 6tates that Alsace deputies are demanding home rule. It is stated that Dr Michaelis is ready to concede home rule. The National Zeitung states that a Reichs Council, representing the different political parties, will shortly be formed to discuss jointly with the Government all important matters before decisions have been reached.
