rehicle permitting the same to be oh my such county road shall be guilty )f an offence. 18.; Any person . authorised in this behalf under the seal of the Council, on exhibiting such written authority, may require the driver or person in charge of any such vehicle on any county road to stop the same, and any such driver or. person if so required shall stop;: the ) same forthwith until the- width of the tyres of the wheels of such vehicle and the weight or measurement of the load thereon can be ascertained, and shall truly answer all such questions as such authorised person shall reasonably put to him as to the load or contents of such vehicle, and in default of such driver or persbn so doing he shall be guilty of an offence. Subject to section 18 hereof, any person authorised in that behalr, in writing under the seal of the Council, on exhibiting such written authority may, for the purpose of ascertaining the weight of the load on any such vehicle, require the owner, driver, or person in charge of such vehicle to do all such acts as may be necessary to have the load on such vehicle weighed at the nearest accesible weigh-bridge, or, in the event of there being *no weigh-bridge easily available, then by any other practicable method, and in default of such owner,' driver, or person in charge so doing, he shall be guilty of an offence. 19. If the owner, driver, or person in charge, as the case may be, of any such.vehicle on any county road, shall refuse or neglect to comply with any requirement under the last two preceding sections, and in consequence thereof the width of the tyres or the weight of the load of such vehicle cannot be ascertained, then notwithstanding any penalty to which such owner or person may be liable for such refusal or neglect, the weight of the load of such vehicle shall, until the contrary is shown, he deemed to be in excess of that allowed under this part of these by-laws, and in any proceedings instituted against such owner, driver, or person in respect of such load, the onus of proving that such load is not in excess of that allowed shall He on the person against whom the information is laid. The weight of the contents of any such, vehicle on any county road in so far as such contents consist of the materials specified in the first schedule hereto, shall be ascertained by computing such weight in accordance with the table set out in the said schedule. PART 111. OFFENCES ON PUBLIC ROADS AND PUBLIC PLACES. 20. The driver of any vehicle of any description whatsoever which shall be on any road between the hours of sunset and sunrise shall keep a proper and efficient, light attached or suspended from each side of such vehicle so as to be plainly visible to any person or to the driver of any vehicle proceeding along such road in a contrary direction to that in which the first-mentioned vehicle shall be going. No person shall ride any horse or drive any vehicle of any description whatsoever faster than a walking pace over any bridge exceeding 30ft. in length. 21. No person shall damage any water-table on any road or drive, any vehicle with a wheel thereof in such water-table. 22. No person shall throw or leave any dead animal or any part thereof on any road or public place, or throw or leave the same on any private property adjacent to any road or public place whereby an offensive smell is or may be created. 28. No person shall break in any horse or other animal upon any road or on any public place or test or try any horse or other animal by locking the wheels of any cart or other vehicle or otherwise whereby such road or public place may be obstructed or damaged. 24. No person shall act as driver or have sole charge of more than one vehicle on any road unless in cases where two of such vehicles and no more are drawn each by one horse only, and in such cases the horse of the hinder of such two vehicles shall be firmly and properly attached" by a sufficient halter or rein to the back portion of- the foremost of such two vehicles. 25. No person shall ride or lead any horse or other animal or drive or wheel or leave any vehicle, or cause or permit any horse or other animal or any vehicle to stand upon, along or across any footpath or any kerb thereof, or upon, or along or across any constructed water channel except at properly constructed crossings made by permission of and at places approved by the Council, and constructed in such manner a<nd of such material as the Council shall direct. 26. No person shall drive or cause or permit to be driven on any road any vehicle so loaded with goods or material of any description that such goods or material or any portion thereof shall extend on either side' of the vehicle more than five (5) feet from a line drawn through the centre of the vehicle and running parallel with the sides thereof, unless such person shall first have obtained the consent in writing of the County Clerk. 27. No person shall drive or cause ■or permit to be driven over any bridge at any one time any greater number ©f cattle or horses than the number which may now or at any future time be indicated by notice affixed to such bridge by the Council. 28. No person shall take or suffer to be taken any vehicle, horse, cattle, or beast over any road, bridge," or culvert which the Council shall by notice -duly posted on a conspicuous part of such road, bridge or culvert declare to be unsafe for use by ordinary traffic. 29. No person shall ride a bicycle on anyroad between sunset and sunrise unless the|e shall be affixed and kept burning on the front part of such bicycle a lamp constructed and placed so as to exhibit a bright white light in the direction in which such person is ■ proceeding. 30. No person shall ride a bicycle ' at any time on any road unless the ' same shall be provided with a proper ■ and sufficient bell or trumpet for the ' purpose of, giving warning of the ' ap- ( proach of the bicycle to all persons, ! whether foot passengers or,in charge of a horse or vehicle, whom he shall { meet or overtake on such road.
