No two-wheeled vehicle of any kind shall carry upon any road more than three tons ov rer and above the .weight of such vehicle, and no fourwheeled vehicle of any. kind shall carry upon any road more than two< and ahalf tons on each pair of wheels over and above the weight of such vehicle. 9. No person shall drive, conduct, or take any vehicle which, with its load, shall weigh five (5) tons or upwards, across., any bridge or I culvert without previously entering into a written agreement with the County Clerk binding such person to pay for the cost of repairing any damage which may be caused to such bridge or culvert, or any portion thereof respectively, or any I appurtenance thereto respectively, by reason of the driving, conducting, or taking of such vehicle thereon and thereover. 10. It shall be lawful for the County Clerk, or for any person authorised in this behalf in writing under the seal of the County, or for any policeman or constable, to stop any cart, dray, waggon, coach, or other vehicle when on any road, and to examine and measure the width of the tyres of such cart, , dray, waggon, coach, or other vehicle, and to measure and compute the weight of the load thereon according to the . scale set forth in the said Second Schedule hereto, in so far as the same is applicable to such load and in any other case by examination of the contents and enquiry of the person in charge or otherwise, and every owner or driver or other person in charge of such cart, dray, waggon, coach, or other vehicle after such measuring and examination or enquiry shall have been lawfully required or made, refusing to permit such measuring or examination or to truthfully answer all or any of the questions asked, or in any other way hindering or obstructing the same, shall be guilty of an offence under this By-law. .11. No person shall on any such road as aforesaid use any grippers or any other similar appliance of any description whatever, whether attached to wheels -or not, the use of which cuts up or damages such road, or may cut up or damage such road. 12. No person shall use or cause to permit to be used for the purpose of conducting heavy traffic on any road any vehicle* having oval tyres on the wheels thereof. 13. During the months of May, June, July, August, and September in every jear, except with the permission of the Council, the maximum weight allowed to erery pair of wheels having tyres of the width prescribed to such maximum weight as provided in the First Schedule hereto, shall, be decreased so that no person shall during these months carry or cause to be carried on any vehicle on any road more than seventyfive per cent, of the aforesaid maximum weight allowed to every pair of wheels as aforesaid. 14. No person shall drive or use any bullock or bullocks as a traction animal or animals on any road within the ( boundaries of the County during the whole or any part of the months of May, June, July, August, or Septem- '. ber in every year. la. ;No heavy traffic shall be taken on to or over any road, bridge, or culvert which the Council, shall by notice duly posted on a conspicuous part of such road, bridge or culvert, declare to be unsafe for use by ordinary _ traffic or by heavy traffic. 16. No Motor Waggon shall proceed at a speed of more than 10 miles an hour on any road within either of the Counties. No motor waggon shall carry a load of more than 4 tons exclusive of the weight of the motor waggon. No trailer shall carry a load of more than two tons, exclusive of the weight of the trailer. Both the driver and the owner of any motor waggon shall be deemed guilty of an offence against the By-laws in case of any breach of any provision of this part of the By-laws relating to motor. waggons and trailers and the driver and owner may be proceeded against separately for any such offence.
