UNREST AMONG THE TROOPS

BY CABLE—PRESS ASSOCIATION --COPYRIGHT. PEKIN, June 18. Tang-Shao-Yi secretly fled to Tientsin. He explains that lie intends to retire, having lost the confidence of foreigners as to his hold on the party. Yuan-Shih-Kai and others are urging him to reconsider his decision.

Tbe Manchu division, quartered at the Summer Palace, has started to Pe- ~ kin with a demand for pay. Yuan-Shih-Kai's troops intercepted them, quelled the outbreak and arrested the leaders.

The unrest at Shansishensi and Shantung threatens to develop into outbreaks unless the troops are paid. The Government has appealed to international financiers to adA'ance three million taels to avert the crisis.
