TERMS OF REFERENCE

LONDON, June 18. The Trade Commission discussed a memorandum which will be distributed in the United Kingdom and the dominions, putting certain questions. New Zealand was unrepresented.
Mr Campbell, interviewed, denied that he stated in Australia that an Imperial tariff union would certainly be brought before the Commission.
The Morning Post hints that there E a marked difference of opinion among members as to whether the terms of reference authorise the Commission to deal with preferential tariffs between •the dominions.
