'« Correspondence was read, From the Secretary of y tfce' Treasury, < stating that J3119, had, been, paid into. credit for the Upper Glenn road, andt also. £170 i for a portion of the Mangawhero road. i ; From Q. T. Murray,-" rbad engineer, i i stating that as no 'liabilities had been, in 1 curEcd with regard to the grants for i bridges on . Ifae , Stratfond road .the grants < had lapsed. — The Ohairmai said if. they. < had accepted tenders the votes would not i have lapsed. — Mr 'Fitzgerald said Tie re-, 1 cognised from the first that the grant would -be lost this ,year.-^Mr 'Swadling -; said there was no doubt that they could i < get the money re-voted, but in the mean time they could not go on with the work, i Mr'SwatHi/ig suggested tihat the atten- < taon. of. the member: for the district be' (I drawn to the' loss of £550 grant for bridges- •' on .the Stratford road^ - *t Mr Wells mttved'inat tne Chairman and '^ ■Mr Swadling interview -fine member with' "J pftgana 'to. the. matter. — Mr -Fitzgerald sec- 5 '■ onded. — Carried. ■ ' • I From the District Road Engineer, stat-, j ing that>it 'had- been his opinion ;that the 4 | irietal in the 'Upper Manaia^rbad was to? *' be used on the'VoM abvive^KapSnga Town f y District.-^The Chairman saatf he thought i .' it would be fair to see if they could noti ,j arrange for some of the metal to be pro- , vided for the roads within the Kaponga' ' boundary. — Mr Swadling asked ft the J metal was not supplied before the Town? j* Board was formed -The Chairman said tha£ r , ( might be so.— Mr Swadling said Mr Mur- ( . ray must have made a mistake. The money' ' j was spent and /the stone broken before the' ] town district was formed. — The Chairman' *, said the whole of the Board* were of the» <} opinion that the money was to be spent; i north of the Eltham road, and not north' of Kaponga. He thought they should 1 apply to have a fair proportion of the' stone spread in the Kaponga Town District, i * —It was decided to write to Mr Murray- * with regard to the matter. . ROAD BOARD AND TOWN BOARD. ' \ A letter was received from the Hawera: . County Council enclosing solicitor's opinion; with regard to the trouble between the Waimate Road Board and the Kaponga j Town Board. The opinion has already' ' been published in the Stah. . » i Mr McPhillips said the position was that, ( the two* Boards would have to come toterms. Nobody could arbitrate between . diem. j The Chairman said all. resolutions had been rescinded, and they had clear ground j to go on. , Mr Fitzgerald suggested that the matter be left over for a time. , Mr Swadling said that certain rate- \ payers' had nob paid up and the money -j was wanted Mr McPhillips: Does the Town Board . wrist?Mr Swadling: Oh, yes; >ye can last as ( long as we like. j The Chairman said the Road Board r spent its county rates under the super- ( rision of the County Council. As a mat- ' Ler of fact the Council had not interfered, ] but they had the right-. „ Mr Swadling: Why has interest on loans be paid out of county rates? , The Chairman said the Council would , not object so long; as the roads were properly looked after. He thought perhaps , ( tt would be better to leave the adjustment j jver, as a ' new Board would be elected in a little while. ' ', Mr Swadling said the first agreement made by the Boards should be valid, as „ it had been squashed by the County CCou- t jil, and the Council's solicitor had advised , Lhe Council that tlhey should not take a ', part in it. He was of opinion that the ! , Road Board should have some control over the main roads in the township. The Chairman made the following suggestion, which he would move if the meeting were favorable to discussing it: That this Board, as long as it has the power to do so, agrees to hand over control of Elthani road within Eaponga Town District to Kaponga Town Board, provided Kaponga Town Board agrees to take over, maintain and keep in good order the said portion of Eltham soad, revenue to be bounty rate, etc., collected in Kaponga Town District, such county rate to be agreed upon by both Boards, and this Board further agrees to give a yearly subsidy of £20 towards upkeep of the said portion of Eltham road, such subsidy to be paid yearly and spent, on Eltham road until such time as Eltham-Opunake railway is constructed, such aforementioned subsidy to be withdrawn, when railway is running, or should Kaponga Town Board make any claim, on Waimate Road Board under clauses- 10, 118 and 119, Compilation Act, 1905, or in. the event of Kaponga Town Board failing to maintain Eltham road. to the satisfaction of the Waimate Road Board tihis agreement to be cancelled. Mr Swadling said the road ought to get as much as it did before the formation of the Town Board. The Chairman said there was a great difference of opinion. At first he was against a gTant, tut he understood that the Board would still be responsible to a certain extent for the road. Hence his chanee'. With regard to getting as much as before, he mentioned that the Town Board got all the hotel license, which formerly the Board got. Mr Swadling said he did not b&heve the Town Board would agree to the proposal. With regard to the license he might mention that it would take the whole of the license for three years to re-make fifteen chains on the Manaia road north of Kaponga. That work would benefit the people outside of the district. The Chairman said it did not matter where the money was spent. If the Town Board did not keep the Eltham road in order the Road Board would take it over again. Mr Swadling said that even with the £20 tihe district would be £30 worse off. In answer to Mr McPhillips, he stated that what Kaponga asked for was the revenue that had always accrued to the Eltham road from a distance of about •1£ chains on each side -of th eroad. They did not ask for revenue that accrued to a portion of the Eltham road out of the Town District. The Chairman, said .nowhere else did a Town Board get revenue from outside of the district. Me Swadling: Do they not in Opunafce!

The Chairman could not say. Mr Swadling suggested that an arrange-* ment b© made for three years instead of i pei manenlly. The Town Board would ! strike a %d rate and those inside the town woi.ld be paying jd rate more than in the rood district. Th.» matter then dropped, with the nmferslanding €hat, the Kaponga Town Board were to make a suggestion re settlement. FOREMAN'S REPOET. Tlmj Foreman reported as follows : — i "Jfain South Road— Supply of 1466 yardst of machine crashed metal (J. J.
